5.     Kaupapa:

·       Raewyn:

  • AGM is being held on 10-11 December 2022 at Whakatu Marae. Kaumatua will fly and be accommodated in motels. Starts Friday with the AGM held on Saturday afternoon. The AGM will be livestreamed.  It is part of the Constitution for the Board to have an AGM at Whakatu within every 4 years. The Board will be travelling on the ferry Friday and return Sunday.  Raewyn is working on getting a discount for the ferry.

  • Runanga have a partnership with Kiwirail. There are 2 new ferries to be brought into service by 2026 which are going to be upmarket. They will be hybrid operated through the channel. On 4th November the partnership will be holding a hui at Hongoeka. Looking to host 40 people from 9am-4pm. The powhiri will be at 10am. Catering and set up will be taken care of by Runanga.

  • Te kohai iwi business network re-launch to be held at Upane – Education Space, B Block, Whitireia 19th October 2022 6-7pm

·       Maikara:  Congratulated Hikitia on her appointment to Greater Wellington Regional Council.

·       Hikitia:  thanked whanau and advised she will be working on foreshore, erosion and environmental.  There will be a powhiri for new members to be held on 28th October 2022 at 10am in the Greater Wellington Regional Council, Cuba Street (Old Farmers Building).  She would love it if Hongoeka were there.  ACTION:  To organise a bus/van to take Hongoeka whanau

·       Hikitia:  On 7-8 November Hikitia is looking for cultural space for 2 groups total 20 including managers to come together. Discussion was had as there is a booking for 5-14 November (sleepover) but it could work if the group did not stay over and use the whareawhina.

6.     Amendments to Minutes of Meeting 19 September 2022:

·       Kaupapa:  Kahu’s wording was abbreviated. The full wording is: “As previously discussed Hongoeka marae as part of their 25 year celebrations were wanting to do an acknowledgement to Te Atairangikaahu who opened our Tupuna whare in 1997 by inviting them to open a pou at Tawhiti kurī, April next year. The Kaupapa being whakawhanaungatanga but also an opportunity has risen due to re-zoning of Tāwhiti kurī giving it higher protections than before. Meaning a maritime sign can be erected but also protected.  Maikara has suggested a Corten steele or Stainless steel option and i am still waiting for costings, which Segway’s into my next question who can pay lol?  Once I get a quote I would like to secure funding then contact Tom Roa the Kings speaker to organise logistics to bring the Kingitanga down to bless it etc.”

·       Properties: ACTION: to read “Jolie to add 2 gas heaters, whiteboard and gazebo. Lawnmower was purchased by Maikara last week.

7.     Minutes from last meeting are passed with recorded amendments.. Moved: Charlotte; Seconded: Moana

8.     Matters Arising:

·       Sandra: talked about Maikara’s comment “the workload for her” Sandra said she had a bad start to the year but she is now on track.  Moana said it was about the workload for Project Manager and not the financials.

·       Sandra spoke on not using koha to pay the cooks as she needs to have invoices to pay on.

·       Linda said some caterers are expecting to be paid before they leave.

·       Caterers may not be even making the minimum wage.

·       ACTION: Further discussion to be had on this – things to consider: do we need to hire a cook; we have to look at whanaungatanga. We need a process in place moving forward.

·       Maikara:  commencing now maybe we can move forward in the proper manner.

·       Sandra outlined some of the work that is to be considered before the building work can be commenced:

  •   Gas hob and stove to move to shed;

  • BBQ can be used;

  • Moving some of Mark’s stuff to create space in the shed;

  • The containers being looked at have been sold. Some ideas were discussed as having a makeshift kitchen in front of the garage, stainless steel benches and shelving may be re-used;

  • Packing down the kitchen, comp room.  Boxes will be needed;

  • This will be transparent and maybe old equipment can be gifted to whanau or even other marae;

  • Need new pillows;

  • Get rid of some old mattresses.;

  • Need new rack down back and pillow protectors;

o    Linda put forward a MOTION: to have shelving installed for holding mattresses and shelving to be installed above to hold the pillows. Trevor to contact Rick Crozier to obtain a quote and report back.

  • Sean to get back to us as he may have access to some tents that are used for airforce, army & navy;

  • Container can be loaded with lots of planning;

  • Kaumatua to be included;

  • Rubbish can be taken away either by trailer or skip bin.

·       Sandra:  Sub-committee to be formed. Moana and Linda want to be on sub-committee.

·       Whanau hui for upcoming building work, design and planning – ACTION: Hui for building work Kaupapa to be held 29th October 10am-12pm  in the basement of the wharekai.  Bring a shared kai. Panui to be sent.

  • The funding application from TPK has been approved and is to be deposited into our bank account on 1st December 2022.

  • Brent can start once building agreement has been signed.

  • Discussion was had on the building agreement as the Property Team in the Runanga (Alan Blundell) had perused this and advised the agreement not to be signed until all documents have been perused by him.

  • Donna asked what was the total TPK funding. Sandra produced correspondence indicating the total amount of funding was $990,250.00.

  • Further discussion was had on having a separate bank account to manage these funds to keep them separate from our existing accounts.  Sandra did not feel this was necessary.

  • MOTION: The following words to be inserted into the building contract with Tuohy Homes Limited: “A detailed schedule of costs and a projected timeline to be inserted into the contract prior to the building contract being signed by Maikara and Sandra”.  The motion was carried unanimously. 

  • Moana acknowledged Sandra and the sub-committee’s hard work in getting the funding through. Moana said we also need to acknowledge the generation above us who worked previously to get the wharekai to where it is today.

  • Sandra would like Asher and Aunty Grace to be involved.

 

Maikara summed up the building korero saying that as a whanau we will always have differences of opinion and these hui are the proper place to speak up. What is discussed in our hui stays within the hui. He doesn’t want to hear any more comments from outside of our whanau.

·       Asset register – Jolie advised the live document has been updated.

·       Funding for new pillows – as Amon is recovering from an operation, no update was available.  ACTION: to be deferred until Ammon has provided update.

·       Letter thanking Hinemoa – Hinemoa has been thanked in person – no correspondence to  be sent.

·       Tony McMillan to be co Project Manager on building works

·       Website Hongoeka register – Fiona to be meeting with Jo Grace and the register will be updated in the next few weeks

·       Broadband discussions with Tony Cutting -  This is satellite and not broadband and discussions are ongoing with Maikara and Tony

·       New bank account signatories – to be Moana, Donna and Sandra ACTION: Donna & Moana to complete bank forms

·       Pews – Linda has said these may be available. ACTION: Linda to investigate further

10.  Financial Report

·       Financial reports distributed by Sandra.  The item for Ministry for Culture of $56,350.00 was Luke applied for a grant for taio, maraeko and there is $8,000.00 for rent included in this. The item for M Thorpe $1,300.00 was reimbursement for Awhina’s hui. Financial reports approved: Linda, seconded: Hunia

 

11.  Bookings (Linda)

·       The updated Maramataka dates were read out.

  • Jenny Ngarimu  on behalf of Mauri Ora  wants regular hui at Hongoeka with whanau who have drug, alcohol and/or gambling addictions together with their significant others. There may be users involved in these hui who have triggers. Discussion was had on health and safety risk to Hongoeka whanau. ACTION: risk assessment to be investigated re health and safety for Hongoeka whanau before these hui start.

  • Civil Defence Committee want every Sunday 3pm onwards.  Trevor said Whetu Bennett had been out and put a programme together. The 5th of November 2022 is a training day.  A hikoi will be going to Denise’s whare. A volunteer from REMO (Raukaua) has volunteered to help as Admin Assistant.  A panui will be provided in the next few days.

  • The Kaumatua still meet in the Whareawhina every Monday 10am-2pm.

  • Andre’s wananga Friday-Sunday

  • End of the month Ihaia is holding Kapa Haka

  • 11th December Hongoeka will be hosting Etu’s kaumatua lunch

12.  Civil Defence Sub-Committee

·       Health & Safety procedure to be provided.

·       The committee met DIA to discuss funding.  It was suggested by DIA they apply for funding through Pelorus Trust – Sea Air Rescue Trust.

·       Keen to get a container and have it funded.

·       Funds can only be spent on what was applied for and any unspent funds are to be returned

·       Discussion was had on funding. A resolution was made as follows: RESOLUTION That the Civil Defence Sub Committee have a mandate to apply for any necessary funding.

·       The resolution was approved unanimously.

13.  Properties/Kenana refurbishment update – discussed earlier in meeting

·       Sub-committee to be formed for building work design/planning/assets/ maintenance – ACTION: Work in progress

·       Piano is in place in Whareawhina

14.  Culvert Update

·       Paul Thompson has now left Runanga and the Property Team head by Carra Hamon will be picking this up from Paul.

·       We made application for the Environmental Protection funding for keeping the culvert mouth open. Received acknowledgment of our application and next stage would be for Jo Fagan (Great Wellington Region) and Sharli-Jo Solomon as the Runanga representative to meet on-site for further discussion of the application.

15.  General Business

·       Charlotte

o On behalf of Te Rangi whanau Charlotte thanked Hongoeka whanau for koha for Uncle Wiri’s tangi.

o Charlotte is to start weaving classes in November/December for adults and mid-January for tamaraki. Dates to be advised.

·       Jolie

o Acknowledged the passing of Liz Loughran.

·       Moana

o   Tomorrow at Whakarongatai to wait for Maxine – Aunty Miri’s sister. Nehu is on Thursday but no details yet.

o   There will be 3 waka leaving Kawhia and coming down.  Will be staying here 11th November 2022 overnight.  ACTION: Follow up with Mana Cruising club marina to see if 3 waka can berth there.

·       Maikara

o Has attended a good wananga with Hohepa. He was a great communicator and enjoyed the bus tour.

o This morning at 5.30am Awhina and Maikara opened the Plimmerton Swimming Pool.

o Has concern with our moana.  Taranaki iwi are closing their coastlines.  We need to be aware of our diminishing paua.  Maybe put a rahui on different areas of our coastline at a time.

o Carparking has been a problem outside the Marae and the road is now loosening.
