5. Kaupapa:
Raewyn Klenner advised the following Runanga activities coming up:
· Social Services worked on preparing kai & hygiene packages to be delivered by some of our Social Services team to our iwi whanau affected by Cyclone Gabrielle.
· 21st February – Kaitiaki Monitoring – Cockle survey from 7am-12pm
· 22nd February – Whanau Census evening
· 24th February – TROTR board meeting
· 21st-26th February - Te Matatini
· 8 March – Governor General visit 2-4pm
· 27th March – Women in Leadership Wananga
Raewyn left the meeting.
Robert McLean presented his draft Cultural Impact Assessment on the proposed subdivision at 34 Muri Road, Stage 1.
· The proposed subdivision is on the Barber’s land which is quite a large subdivision and Robert has prepared a draft proposal.
· There is no site significance on the land.
· Robert is asking for Ngatitoa names for the roads to be named accordingly
· Was Horomona and Wineera land and the Crown can give that land back
· Possibility of stormwater and sewage and we don’t want that in our streams
Robert then introduced Shane Parata.
· Shane’s area is urban development growth around Taupo Pukerua and Pauatahanui an area of about 1000 acres. Shane is available to give a power point presentation to the interested stakeholders that own the land for cultural impacts on the development. Shane can also discuss infrastructure and development for the future.
Discussion was had on the land and needing to think about how are we going to protect what is there. It was decided that we need to get our heads around this and a whanau hui can be arranged via our bookings email.
Robert then continued by saying that some of the existing public information was not quite right. If the Runanga is to represent the iwi then the Runanga should reflect Ngatitoa as a whole.
Robert spoke of the cockle count at 6.30am the next morning (Tuesday 21st February) as a start to get data to get a monitoring system going.
Robert then introduced Onur Oktem-Lewis to speak on the RMA process.
Onur asked how would we like to be involved with the RMA process as the impact assessments are not looking too good. The propositions could cause significant damage and impact to so many things we treasure. Muri Road is part of that and the planning work you might find it important to get involved. GWRC are changing their stormwater plan. An eye is being kept on them to make sure that a the provisions and rules are good by us. How would we like to proceed on some of these things. We are working with them to take over writing of the plans and hopefully new RMA framework.
A question was asked what the time frame was.
Onur replied RMA management timeframe is if it does not meet a mark, the timeline will get pushed out. Onur believes we can change things as an iwi and said it is our taonga and under the Treaty we have a veto power. Hopefully we can create a space to veto.
Maikara asked Onur to give us a time. We have worked previously with Regional Council who pushed it off to Wellington Water who pushed off to Porirua City Council (“PCC”)
Onur replied that it is written in the mandate and they are trying to change the important points by being able to write the Plan.
Kahu asked if they are more enabling or restrictive.
Onur replied some are more enabling.
Kahu asked with PCC papakainga around here – where is that.
Onur replied that they want to change it to use land without interruption. Just let her know how we want to proceed.
Sandra suggested a hui for all whanau block owners be called.
Onur will send an email for suggestions.
Maikara thanked Robert, Onur and Shane for their presentations and they left the meeting.
Maikara spoke about Uncle Jimmy Rangihaeta wanting to gift the shares to the Marae in land (Te Arawa shares) that Uncle Jimmy received from Peter Kamo.
· Maikara had Stephen Gunson peruse the request and Stephen asked Maikara to seek whanau confirmation if we wanted to go down this path
· Maikara then asked the hui to discuss whether the Marae want to have these shares.
· Maikara also said that with the shares comes the gifting of a portrait of a tupuna which Uncle Jimmy would like to have hanging at the Marae.
· Uncle Jimmy has lodged with Maori Land Court (“MLC”) and nothing will happen until July/August.
· Charlotte said that Uncle Jimmy was Peter Kamo’s godson and the intention was to gift the shares to the Marae as Peter had no issue. Uncle Jimmy is just fulfilling Peter’s wishes.
· Discussion was had on this with Kahu saying that we have to be careful as there are things to think about with the hanging of a portrait. We have a bit of time to think about it.that 74% of litter collected was plastics which had increased over the last couple of years.
· Coastal rubbish survey – Linda spoke on behalf of Jo that the survey on 17 December showed that 74% of litter collected was plastics. One of the outcomes was the chubba chup sticks and a lot of fishing nets (not commercial).
Jo Grace said that to be mindful of putting plastics in our Urupa as once it degrades it blows all through the Urupa track. Might have to re-think what you put up at the Urupa.
Maikara said we need to get proactive for rubbish.
Moana said that when she burns the rubbish someone is dumping rubbish (bottles, cans, nappies) in our pit.
Jolie suggested a recycling plan be included in our bookings.

Ø Broadband discussions – Sandra & Rongoa have got Starlink installed. ACTION: Rongoa to investigate Starlink costings for our Marae
Ø NZCT Funding (sports equipment) email to be sent to Jamie Milne advising we require portable basketball hoops, basketballs, flipper, snorkles, goggles and flounder kits and torches.

Discussion was had on this and it was decided that permission is not granted for our logo to be provided as we need to be in control of what our logo is going on. ACTION: Moana to advise Sybil
· All items are to be ordered through our website. It was advised there is a shortage of T-shirts in our stock and these are to be ordered. ACTION: Sandra to order T-shirts.
10. Financial Report

There are extras for the rebuild being power to be rewired as the system is rated for 60w but need over 100W.
Discussion was had on where the additional funding will come from. Sandra said she would ask for Runanga funding through the Board but wants to apply for the funding once all the extras are known. Sandra asked for the build to continue that the roof and extras be approved.
Financials approved Hunia seconded Maikara
Moana asked with the Koha received if we ran a petty cash system enabling items such as petrol for the lawnmower, cleaning products etc to be purchased.
This was discussed and was agreed that the $900 Koha received from Uncle Bob, Uncle Bunny and Toa Dive will be used initially for petty cash. Donna to hold the petty cash.
11. TROTR Report:
Hunia said the Runanga Board is reduced to 8 members as they have lost the Kaumatua and Rangatahi members.
The priorities are Te Reo around iwi with no financial limitations. This is to lift up all our iwi to korero.
Kahu said that everyone in the organisation is to have a reo pathway.
Hunia said that some of the View Road properties are ready and this is the first area we can put our own in. You own the home and the Rununga own the land. Prices estimated around $500-$600,000 but may be more than that.
12. Bookings (Linda)
Ø Discussed bookings and will follow up with the updated maramataka to be sent out.
Ø The Principal of Plimmerton School will come out when wharekai is finished.
13. Civil Defence Sub-Committee – Justin said nothing much to report. No further movement on the boundary. Mike Warren supposed to be coming back in April and the whanau can meet to discuss. They will need a Plan B and are starting to think about further up maybe at the Urupa putting containers outside the gate. Plan B will also involve talking to the landowners. Justin said they are open to any options. Wherever they go they will need landowners approval.
Trevor mentioned they are looking at options of another hui with wananga throughout the day which will be whanau friendly. They were missing key people and WREMO will be back after end of March.
14. Properties/Kenana refurbishment update – Sandra
Ø Discussion had on flooring of carpet tiles and costings for T&G wood were being investigated. ACTION: Awaiting quotes from Brent
15. Culvert Update
· Sharli-Jo’s team had been out to look at the fish passage.
16. General Business
· Jo Grace – there is a new person in charge of bio stuff. Jo is meeting them on Friday to walk the track.
· Maikara – said the strip of land up the fenceline to old Urupa boundary is going up for sale. Him and Jenny Ngarimu have a hui with Helmut on Friday 24th February at 8.30am.
